The Federal Election Commission’s paralysis on key campaign-finance matters could be extended indefinitely as leaders in Congress skirmish over how to appoint new commissioners. Senate Republicans, led by Majority Leader Mitch McConnell (R-Ky.), want to install six new commissioners.
